It?s a war movie clich? that has been repeated in film after film for decades: A group of soldiers is pinned down by enemy gunfire and the radio operator calls in air support, providing coordinates over the radio for aircraft to fly over and take out.

That?s a scenario that once might have been the only means of getting air support, but a host of the latest digital mobile communication equipment allows today?s warfighter to send everything from coordinate-embedded video of a threat to precise position information derived from an enemy?s own communications in near real time.

This can easily be accomplished with the touch of a button from vehicle-mounted terminals, tablet computers and even smartphones that take advantage of latest-generation higher bandwidth, secure military wireless systems. While wireless communication system integration with legacy radio and satellite systems remains a significant issue as the U.S. military attempts to solve equipment interoperability problems on the battlefield, such technology is becoming an increasingly critical part of the sharing intelligence in theater, providing special operations ground units and air support teams a once unthinkable strategic advantage in situational awareness and targeting for the sort of counterinsurgency, high-value target and other operations that dominate contemporary asymmetric warfare.

Logen Thiran, president of the Intelligence, Communications and Avionics Solutions division of Parsippany, N.J.-based DRS Technologies Inc., told Special Operations Technology that there is an unavoidable correlation between communications equipment and intelligence that is all aimed at one goal: ensuring threats are targeted and eliminated with a growing level of assuredness and sophistication.

?What [the warfighters] are looking for is verification before they take action,? said Thiran. ?Communications and intel are an integral part of one another in terms of solving this problem.?

Small Radio, Big Power

AR Modular RF?s AR50 tactical amplifier is one of the smallest and most versatile VHF/UHF amplifiers on the market, offering high power 50W output for both line-of-sight (LOS) and UHF SATCOM communications, with switchable low noise amplifier in a package that can be used in both 24 volt military and 12 volt civilian vehicles or run from a battery.

The unit is designed to be used with handheld radios like the PRC-152 or MBITR PRC 148, as well as traditional ?backpack? radios like the PSC5-D or PRC-117F/G. The 20 Watt KMW1031 provides a simple (no operator controls) backpackable unit to extend the range of communications for operators with low power handheld radios once they leave their vehicles, or to give improved penetration within dense urban environments where LOS communication ranges often fall down to just a few blocks with a normal handheld radio.

It comes with a built-in power supply that can deal with both military and civilian vehicle supplies or run off one battery.

L-3 Interstate Electronics Corp., a San Diego and Anaheim, Calif.- based division of L-3 Communications, is a provider of full motion video RSTA (reconnaissance, surveillance and target acquisition) and ISR (intelligence, surveillance and reconnaissance) systems for the U.S. military. Its latest offering is the VideoScout system, a softwarebased proprietary system designed to retrieve, disseminate and archive full motion video or infrared sensor data.

Currently used by the Marine Corps in theater, the company recently expanded the mounted and unmounted systems to run on Android smartphones. The family of products includes a network system, laptop and tablet versions. While each provides for robust use, the richness of features does decline the smaller and more portable the unit. Nevertheless, the system not only disseminates video and other sensor information with two-way transmission between the field users and command center, it also can send still images and audio clips along with user notations. It also includes metadata and GPS-based geolocation mapping over moving images that can be used to support targeting and close air support for teams on the ground, including by UAVs while supporting Department of Defense collection tools like the Tactical Ground Reporting System (TIGR) database.

Nicholas Ortyl, vice president and general manager of L-3 IEC?s San Diego-based situational awareness business unit, told SOTECH that the interoperable system is in use on the ground in Afghanistan and adaptable across wireless communication platforms from Wi-Fi and mesh networks to military satellite and commercial cellular data systems, adapting to the bandwidth specifics of each that is secured with AES software encryption.

?There is technology built into all the platforms and all the software so it will appropriately throttle and compress the data so you don?t have any [streaming] issues,? said Ortyl. ?If you said ?What happens when you put 40 users on the system?? we have algorithms and other technologies to manage all that so you don?t get into this situation where you overload the system.?

In terms of the future applications, Ortyl noted that the firm is exploring capabilities for submarines and adopting it with the help of integrators for incorporation into MRAPs or other ground vehicle retrofit efforts, potentially by combining it with other systems into a single video platform. He added that special forces community interest is particular high, such as for mounting on ATVs and other vehicles.

With close to 2,000 in use on the ground in Afghanistan, Ortyl noted that VideoScout had its genesis with special forces and the intelligence community a few years ago.

?We are getting a very nice pull in that direction because our roots are from the SOCOM world for the man-portable systems,? he said. ?It really came out of the intel community. That effort to make it manportable was driven by special forces. They want to be able to push all this information to the tip of spear. That initiative leads us to make a family of portables into a tremendous force multiplier.?

Among the competitors in this sphere, DRS Technologies produces a wealth of communications solutions for the U.S. warfighter, but Thiran pointed to several of its products?specifically in special operations use?including their MAGIC situational awareness systems and manpack COMINT direction finding system tactical signal collection system.

MAGIC (Mobile Mapping of Air and Ground Intelligence Communications) is currently used by special operations in mounted and dismounted avionics configurations in theater. They also provide man-portable versions for use with Windows-based tablets and smartphones.

The scalable, open architecture system provides near real-time geo-located intelligence data on a moving 3-D map display designed for integration with virtually any subsystem including intelligence broadcast receiver, situational awareness data link, MIDS/Link-16, PRC-117F/G, full motion video links, and electronic flight bag data sets. The firm also offers various data storage solutions to combine with a mounted unit and is looking to miniaturize the system further.

?Ultimately it [provides] network interconnectivity of airborne and ground bases, line of sight, non-line-of-sight [wireless communications], all tied together, meeting all those needs in an overarching network,? said Thiran.

DRS?s Manpack system allows a mounted or dismounted solider to collect tactical signal intelligence and geo-location information and share it across a network in theater with the intent of providing a line of bearing on a target to ensure a more rapid threat response.

?Narrowing the kill chain: at the end of the day that is what we are trying to do,? noted Thiran.

Verizon Wireless currently offers a number of component platforms for military use, including the DRS-supplied X10gx and Armor X7 rugged wireless tablets that connect through 3G cellular networks. Laura Cavey, associate director of federal data sales for Verizon Wireless, also pointed to their relationships with several software providers as integral to their effort to provide cellular- based software communications applications for the modern warfighter.

These include Lisle, Ill.-based Lextech Labs for situational awareness video solutions and Tampa, Fla.-based IP Vision Software?s video management solutions. Verizon is also heavily promoting its partnership with Salem, Mass.-based Blueforce Development Corp., which provides the Blueforce Tactical (BTAC) secure information sharing and sensor normalization software for smartphones and PDAs.

Tested and evaluated by Special Operations Command, the BTAC software solution is designed to provide monitoring of real-time soldier biometric sensor information along with video and other information from sensors worn by the soldier, along with location tracking. That test also incorporated perimeter video as well as gas and chemical explosive sensor monitoring.

?They [SOCOM] really want to be able to take care, monitor and understand what is going on with the warfigther in the middle of a mission,? said Cavey.

Cutting Edge

For systems intelligence gathering and dissemination systems to work in theater, they must have access to wireless communications networks. It?s an integral competency in the technology chain on which military suppliers continue to make strides.

Fort Wayne, Ind.-based Raytheon Network Centric Systems is currently in the process of upgrading the company?s SMART-T (secure mobile anti-jam reliable tactical terminal) satellite communications systems for the Army from EHF (extremely high frequency) transmission capability to advanced extremely high frequency (AEHF) capability, increasing the data transmission rate by a factor of five and providing for real-time video, mapping and targeting information transmission. The system provides long-haul communications that can connect multiple secure nodes for robust multi-channel non-line-of-sight communications in the field.

The Army just fielded the first of 365 of the updated HMMWV-mounted, generator-powered system to tactical units.

?[SMART-T] really has been a really great program,? Scott Whatmough, vice president of Raytheon Network Centric Systems? Integrated Communications Systems, told SOTECH. ?We?re just waiting to get some satellites up there so we can provide [further] extended bandwidth for folks in the field.? While it is one of Raytheon?s flagship communications programs, given its four-foot antenna, he admitted that a SMART-T is hard to hide, making it ill-suited for special operations use. But Whatmough said the company is looking at reducing the size of the terminal and antennas while investing in next generation modem capabilities.

?I believe that if we can get our collective ducks in a row, we can provide some [special operationscentric] tactical AEHF terminals,? he said. ?It?s going to take a few years but I think special operations will be interested.?

Whatmough also pointed to the company?s MAINGATE (Mobile Ad hoc Interoperability Network GATEway) system as something viewed as a major advance in terms of joint and coalition interoperational radio communications systems for mounted vehicles. Developed with DRS as a partner and under DARPA contract, it can link cell phones, other manufacturers? radio systems, and even incredibly slow analog legacy battlefield radios to provide combined signal throughput, utilizing airborne relay, SATCOM and other infrastructure interfaces for over-the-horizon communications.

Billed as the next generation of the DARPA Network Centric Radio System, the automatic spectrum management mobile solution has a data throughput capability of 10 MB per second, allowing for around 20 simultaneous live video feeds if deployed at full capacity, according to Whatmough. Though not in current operational use, there are 30 systems currently in theater.

Whatmough said Raytheon is working with the military?s spectrum management operations to get the Joint Tactical Radio System compliant with the aim of getting it into the battlespace, adding that Boeing?s Ground Mobile Radio (GMR) for the Army is ?once again under scrutiny.? That program has been plagued with cost overruns after the Army reduced its order from 86,209 to 10,293, boosting unit costs by 50 percent with, according to a Government Accountability Office report, research and development spending increasing by 69 percent from 2002 to 2011.

?[GMR] seems to have nine lives,? said Whatmough. ?It does seem that GMR performance is going to open up that space for alternative solutions and we want to be one of those alternative solutions.? Raytheon is pushing intelligence to the tactical edge. The company has developed new capabilities to put critical, protected information directly in the hands of forward deployed units to enhance mission effectiveness.

Raytheon?s Tactical Hand-Off Using Nearest Database Resource (THUNDR) runs on a standard laptop and allows greater mobility for intelligence collection and dissemination by special operations units and echelons at battalion and below. It provides warfighters ready access to intelligence data, maps, images and video with updated information in near real time.

?THUNDR has a modular and scalable deployment footprint and provides connectivity to a service?s cloud computing environment while having the capacity to function in a stand-alone environment when bandwidth or communications are restricted,? stated Mark Bigham, vice president of business development, DCMS, for Raytheon?s Intelligence and Information Systems business.

?We?ve also developed the Raytheon Advanced Tactical System (RATS), a wireless mobile platform for users in communications-disadvantaged locations to connect to local available networks, providing interactive communications and collaboration.?

According to Bigham, RATS can be rapidly integrated with new data types, communications systems and databases, providing a unique, secure and tailorable interface along with a software development toolkit for creation of new and customized secure apps. ?RATS software allows common mobile devices to be used on the battlefield where ruggedness, battery life and screen visibility are all addressable through various hardware vendors.?

Thiran pointed to the DRS satellite communications on-the-move antenna line that provides continuous K and Ku-Band in-motion satellite communications through a mounted dish platform in multiple configurations, for both ground and sea vehicles, as a key offering in special operations use.

He noted that they are considering expanding the system by lowering the size and footprint to allow for wider airborne use, and making it less physically prominent on ground vehicles. Additionally, they?ve tested the system on X and Ka bands and are hoping to get it certified for use on Wideband Global SATCOM (WGS), which utilizes these spectrum ranges.

?It is a key capability that is needed today and is not widely available in the marketplace,? said Tiran. ?That?s a key driver for us going forward.?

Boeing was awarded an additional $439 million Air Force contract in September for the components for an eighth WGS satellite. This continues the expansion of the fleet of fielded and proposed WGS satellites, three of which are already in orbit over the Pacific, Middle East and Atlantic regions. A fourth is scheduled for launch in January with two more, including one Australian-financed, expected to launch by 2013 and a seventh expected in 2015. All existing delivery options, part of the overall $1.1 billion contract awarded to Boeing, would bring the fleet of military WGS communications satellites to 12.

Satellite, deployable Wi-Fi and other wireless military communication systems are not the only means for special operations soldiers to both deliver and get access to intelligence information in theater with the level of bandwidth required by the latest technological intelligence gathering and dissemination tools. While cellular networks dominate in some parts of the world more than land lines, particularly in many of the less developed regions where special operations soldiers must now operate, cellular solutions are viewed by some as an increasingly viable battlefield communications solution.

Verizon Wireless?s Cavey told SOTECH that their greatest offering for military communications is its low-latency, high-speed 4G LTE network. While currently only deployed domestically, she predicted LTE will probably become the next global cellular standard with its international partner Vodaphone, China Mobile and other global carriers adopting the high speed standard.

?Without that high speed data access, video becomes more difficult to do on networks that can?t support it,? said Cavey.

?The biggest limitation now is that it is only deployed in the United States,? she acknowledged. ?However, that is not permanent. It is just where we are today. Verizon Wireless is on the cusp. We are on the cutting edge of deploying the technology first.? A Navy pilot project testing their MPLS and mobile VPN solutions is currently underway. But while there is interest within DoD in new methods and technologies to secure communications data, that interest varies across the branches and even within them.

For instance, Cavey noted that SOCOM is more open to exploring new network security solutions when compared to Big Army and Big Navy, which are generally interested in sticking to tried and true data security concepts and communications technologies. Nevertheless, she added that the Naval War College in Newport, R.I., maintains a separate network used strictly for testing new products and solutions.

?It really depends on the customer which way we go,? Cavey said, about promoting conceptual tests and new means of securing data for the military end-user. ?Some customers are open to looking at new ways of doing things. Others want to stick with the old handbook. If this pilot does work, that would be a way of rewriting the handbook, so to speak,? she added. Cavey also added that while many in the U.S. military are interested in secure, packaged communications solutions, SOCOM appears mostly interested in custom wireless communications products and is open to exploring cutting edge solutions that companies can provide. ?They don?t want off-the-shelf solutions anymore, but something custom,? said Cavey.

When I put out the call for help with 1UP?s Resident Evil Operation Raccoon City review, I wasn?t sure what to expect. The idea seemed simple enough in theory: 1UP would give this multiplayer-heavy game a fair shake by inviting fans and members of our community to play along and help shape the site?s review. Review together or die alone, and stuff like that.

I was happy to see our community participate and share their opinions and unique perspectives with us. While a few entries didn?t make the final cut, I appreciate the effort and contributions made by all. Honorable mention goes out to 1UP user dayeight, someone who chose not to participate in our multiplayer sessions but offered this surprisingly succinct take on ORC: ?Moving parts create a puppet menagerie of pain, online is fun-ish but isn?t it always.? Bump Pay lets you tap a friend for cash

Taking cues from an ING Direct app that used its API, Bump Technologies has developed its own version of the mobile payments software, enabling phone-to-phone "Bump" transactions using PayPal. Yes, PayPal. That minor processing detail aside, the service appears to offer a fun solution for simplifying the fairly painful process of paying the check at group meals, or splitting a tank of gas with a friend. Both you and your bud need to have the app installed before you can beam that green, and there's no option to send payments remotely, though you could always use plain ole vanilla PayPal for that. The app is free, and if you have a checking account linked you won't have to deal with any fees. Bump Pay is iOS only "at launch" (read: it could be making its way to Android as well), so for now you'll need to bump the App Store to get folks paid.

How do you know if you are getting a good plea deal? | Syracuse ...

Plea deals play a very important role in federal and New York criminal courts. In fact, plea bargaining is a very central part of the criminal justice system, dictating convictions and sentences in many cases. However, many criminal defendants struggle during the plea negotiation process, unsure of whether a deal is favorable to them.

This is where intelligent legal advice comes into play. A competent and qualified criminal defense attorney should be working to negotiate a plea deal that is favorable to the defendant, as well as communicating to the defendant about whether it is wise to accept an offer or better to head to trial. Unfortunately, some criminal defense lawyers are in fact either bad at communicating these things to the accused, or are simply providing bad legal advice. A Supreme Court ruling issued last week is aimed at stopping this from happening.

Last Wednesday the Supreme Court ruled that criminal defendants have a constitutional right to effective legal representation during the plea process. This means that if poor legal advice causes a defendant to reject an advantageous plea bargain, before being convicted at trial, the defendant could then argue that he or she would have taken the plea with proper counsel.

Exactly how this will work in the court system is not yet known, but it could potentially lead to appeals, re-trials or a re-offering of the plea deal.

It remains vital for criminal defendants to seek a qualified criminal defense attorney as soon as possible after being arrested or charged with a crime. While this law may expand the rights of the accused, it will likely be very difficult for a defendant to claim post-conviction that he or she would have accepted a plea had a better lawyer been involved. It is wise to have a competent lawyer on board during that original plea process, rather than afterward.

Senegal's Sall: the dark horse who beat "The Hare"

DAKAR (Reuters) - Senegal's Macky Sall has leapt back from the political wilderness with a crushing presidential run-off victory over incumbent Abdoulaye Wade that cements the West African country's reputation as a stable democracy in a restive region.

Sall is a one-time prime minister who served under Wade but in 2008 lost favor with the outgoing octogenarian president known as "The Hare", a local symbol of cunning. At one point, Sall seemed condemned to political obscurity.

But the 50-year-old geologist - whose campaign symbol was a horse's head - immediately hit the road to amass support for a presidential bid which paid off when his ex-boss conceded defeat in Sunday's election.

"When I was crossing the country, I saw the enormity of the challenges ahead," Sall told Reuters in a campaign interview at his home in the Atlantic Ocean resort of Saly.

"While those in power built monuments and motorways, ordinary Senegalese were struggling to get access to drinking water, healthcare and education," Sall said in a dig at Wade's 2010 "African Renaissance" monument, an edifice bigger than New York's Statue of Liberty that towers over Dakar.

As poll returns overnight showed him ahead of his rival, Sall accepted fellow liberal Wade's admission of defeat and pledged to be "president of all the Senegalese" in a gesture to the left-leaning voters who backed him in the run-off.

A full 35 years younger than the outgoing president, Sall embodies the generational change in Senegalese politics which several foreign governments from Paris to Washington had urged Wade to allow by not standing for a third term.

Despite some early violence by those opposing Wade's third-term bid, the election and its result appeared to consolidate Senegal as an oasis of stability in a region plagued by flawed elections and conflict, such as last week's military coup in Mali.

A CLEAN BREAK?

Sall has promised his first steps will include moves to cut the prices of basic foods, end a long-running teachers' strike and draft a constitutional reform reinforcing a two-term limit for both him and successors.

But a decade of past membership of Wade's ruling PDS party, and personal wealth that includes the Saly villa and other property, means Senegalese will watch Sall's performance keenly for a true break with 12 years of Wade rule that failed to tackle poverty or corruption.

While the flamboyant Wade was the master of the grand flourish and diplomatic sallies such as his visit last year to the Libyan stronghold of rebels fighting Muammar Gaddafi, Sall is more methodical and modest both in style and substance.

A bespectacled and softly-spoken figure, Sall rose from working class origins in the obscure inland town of Fatick thanks to a mix of the academic study so prized in Senegal and a reputation as a safe pair of hands.

Dubbed by schoolmates "Monsieur le ministre" (Mr Minister) because of his fastidious grooming and appearance, Sall's scientific expertise earned him the post of Wade's energy adviser in 2000 and months later won him the stewardship of the state oil company.

The 2002 capsizing of a ferry off the coast of Senegal cost 1,800 lives and triggered a cabinet reshuffle that saw Sall rise through the ranks from the energy portfolio to interior minister and finally prime minister in 2004.

"He has this way of just listening, long silences. He almost comes over as a bit slow but when he answers, you realize he has thought of everything," longtime political ally Ibrahima Ndoye, now an official at Senegal's Economic and Social Council, said of Sall's quiet approach to decision-making.

However, even supporters like Ndoye suspect Sall's taciturn character contributed to a spectacular falling-out with Wade in 2008, when Sall - by now the speaker of parliament - included the president's financier son Karim among a group of entrepreneurs to be investigated by the assembly over their business dealings.

"One thing you can perhaps reproach him for is that he did not warn the president in advance," said Ndoye. "In a matter of days, he became a pariah - he was hounded out of the party."

HIGH EXPECTATIONS

Versions differ over the incident, which Sall declines to discuss in detail today. But as speculation grew in 2009 that Wade was grooming Karim to take over the presidency, Sall's break with Wade ultimately became valuable political capital.

While other rivals in the first round focused their joint message on the alleged illegality of Wade's bid for a third term, Sall struck out alone to campaign on a manifesto pitched squarely at the needs of the people.

A high-profile pledge to cut customs duties on the imported "broken rice" that is a staple of the Senegalese diet targeted the growing frustration over rising global commodities prices that hit hard ordinary Senegalese earning an average $3 a day.

Underlining a foreign policy stance likely to be more down-to-earth than Wade's, Sall has said his first trip abroad will be to neighboring Gambia - likely to be key partner in ending the low-level rebellion in Senegal's southern Casamance region.

While he will be forced initially to keep the diesel-run power plants that have made Senegal's electricity grid among the most costly and unreliable in the world, his dream is to harness the ample sun, wind and waves for longer term renewable energy.

"We will insist on good governance of the state power company which in turn will release funds for such investment," Sall said of the dysfunctional Senelec company, nicknamed "Darkness Inc" by locals frustrated by chronic power cuts.

An ethnic Tukolor married to a Serer woman, Sall says he personifies the easy relations between Senegal's tribal groups while recognizing the supremacy of the Wolof language which takes its name from the country's largest community.

"For me, you will see that country takes precedence over party. Whether you come from the liberal political family or not, it doesn't matter - it is competence that counts," Sall told Reuters, promising to form a broad government.

Such is the pent-up mood of expectation in Senegal that Sall's first challenge will simply be not to disappoint.

While he has said he will not conduct a witch-hunt against a Wade administration tainted by allegations of corruption, he faces the occupational hazard of any new African leader in that he may inherit public coffers that are less full than imagined. A public finance audit will be among his first moves.

The tax-free rice plan is a high-profile show of his resolve to help the poor, but the waiver of customs duties will itself only shave 12-15 percent off the price of a 50-kg sack of rice.

All agree that tackling the mass unemployment that is one root cause of Senegal's poverty will take years.

"I voted Socialist in the first round but I am glad Sall won," said Mamadou Barry, a 32-year-old shoe salesman who was among the thousands of mostly young Senegalese celebrating through the night in Dakar.

"Now we have to watch him to make sure he sticks to his promises."

(AP) ? Army Staff Sgt. Robert Bales will be charged with 17 counts of murder as well as assault and a string of other offenses in the massacre of Afghan villagers as they slept, a U.S. official said Thursday.

The charges against Bales include 17 counts of murder, six counts of attempted murder and six counts of aggravated assault as well as dereliction of duty and other violations of military law, the official said on condition of anonymity because the charges had not been announced.

The 38-year-old soldier and father of two, who lives in Lake Tapps, Wash., will be charged with a shooting rampage in two villages near his southern Afghanistan military post in the early hours of March 11, killing nine Afghan children and eight adults and burning some of the victims' bodies.

The charges are to be read to Bales on Friday at the military prison at Fort Leavenworth in Kansas where he has been held since being flown from Afghanistan last week. He faces trial under the Uniform Code of Military Justice, but it could be months before any public hearing.

Military authorities had originally said Bales was suspected in the killing 16 Afghan villagers, nine children and seven adults. They changed that Thursday to 17, raising the number of adults by one but without explaining how the change came about. It's possible some of the dead were buried before U.S. military officials arrived at the scene of the carnage. Six Afghans were wounded in the attack.

Bales' civilian attorney, John Henry Browne, said he wouldn't comment on the charges because he has not been officially provided a copy of what they are. He said he spoke Thursday with prosecutors, who told him they will formally present the charges Friday.

The killings were yet another blow to U.S-Afghan relations, following a series of missteps, including the mistaken burning of Qurans, which prompted violent protests and revenge killings of American troops in the war zone.

The brutal shooting rampage also prompted renewed debate in the United States about health care for the troops, who have experienced record suicide rates and high rates of post-traumatic stress and brain injuries during repeated deployments over a decade of the wars in Iraq and Afghanistan.

Bales was on his fourth tour of duty, having served three tours in Iraq, where he suffered a head injury and a foot injury. He was assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division, which is based at Joint Base Lewis-McChord in Washington.

Browne has portrayed his client as a patriot, loving father and devoted husband who had been traumatized by a comrade's injury and sent into combat one too many times.

But there have been conflicting reports about what exactly Bales saw relating to the comrade's injury. A U.S. defense official said that while it is likely that a soldier from Bales' unit, based in the Panjwai district of Kandahar province in southern Afghanistan, suffered a leg wound a day or two before the March 11 shootings, there is no evidence that Bales witnessed it or the aftermath, or that it played any role in his alleged actions.

The official spoke on condition of anonymity to discuss an internal review.

Afghan officials have asked the United States for some role in the criminal proceedings, perhaps as observers, and to be kept up to date on the process of the case. The government of Afghan President Hamid Karzai has not demanded that Bales be turned over to the Afghan justice system, although some in the country's parliament did. The Afghans have also urged a fast resolution of the case.

Browne has also said that Bales has some memories from before the incident and some from after but very little of the time when the military says he went on the shooting spree.

"I'm not putting the war on trial," Browne has said, "but the war is on trial." He added: "If I can help create a discussion about the war, that would be a great way for me to go out."

Army officials have said Bales was cleared for return to duty after the head injury he suffered in Iraq.

Bales joined the Army in 2001 after a Florida investment business failed and after he had worked with a string of securities operations. Bales and a broker at one company were hit in 2003 with a $1.5 million arbitration ruling after an elderly couple charged that their holdings were decimated.

He also was arrested in 2002 for the drunken assault of a casino security guard and had to complete an anger management class. There also are reports of a second incident involving alcohol, although Bales was never formally charged.

A sheriff's department report released Thursday says Robert Bales was accused in 2008 in Washington state of shaking hands with a woman, pulling her hand into his crotch and then punching and kicking her boyfriend. It describes Bales as "extremely intoxicated."

    Jimmy Fallon declares War on Jon Hamm

    Jimmy Fallon declared war on "Mad Men" star Jon Hamm during Tuesday's "Late Night."

    "Late Night" host Jimmy Fallon got all wet on Tuesday night, and he wasn't the only one. "Mad Men" star Jon Hamm joined Fallon for a soggy version of the classic card game War, and there wasn't a dry eye -- or anything else -- on the stage.

    For each round of play, the high-card holder earned the right to splash a glassful of water in his opponent's face, and of course, only one man could win.

    And that man was Fallon. The host had five shots to give Hamm a face full of water (and he thanked the actor for the privilege), while Hamm only scored two shots against Fallon.

    The best part of winning? Fallon earned yet another chance to soak Hamm and his fine Tom Ford suit -- this time with a water cannon.

    Revised Syria draft aims to win Russia support

    UNITED NATIONS (AP) ? In a bid to win Russian and Chinese support, France has watered down a proposed U.N. Security Council statement calling on the Syrian government and the opposition to immediately implement proposals by international envoy Kofi Annan to end the yearlong bloodshed.

    The original draft presidential statement would have called on the council to review implementation of Annan's six-point proposal in seven days and consider "further measures" ? which could include sanctions or military action ? if there wasn't sufficient progress.

    But a revised draft circulated late Tuesday and obtained by The Associated Press drops this threat and instead asks Annan to update the council regularly on the progress of his mission. "In the light of these reports, the Security Council will consider further steps as appropriate," the new draft said.

    Security Council ambassadors discussed the text behind closed doors Tuesday and then sent it back to their capitals. If there are no objections by 9 a.m. EDT (1300 GMT) Wednesday, diplomats said the statement will be read by the council president, Britain's U.N. Ambassador Mark Lyall Grant, at an open meeting later in the day, signifying its adoption.

    A presidential statement, which needs approval from all 15 Security Council members, becomes part of the council's permanent record. But unlike a council resolution, it is not legally binding.

    U.N. Secretary-General Ban Ki-moon said Tuesday that the Syria crisis is the most pressing issue facing the world.

    "We have no time to waste, no time to lose. Just one minute, one hour delay will mean more and more people dead," Ban told reporters in the Indonesian city of Bogor, his first stop on an Asian tour.

    The revised draft was discussed hours after Russia's Foreign Minister Sergey Lavrov said Moscow is ready to support a U.N. resolution endorsing Annan's plan for settling the Syrian crisis. But Lavrov warned that a resolution shouldn't turn into an ultimatum to the Syrian government.

    Russia and China have twice vetoed European and U.S.-backed resolutions condemning President Bashar Assad's crackdown on protesters, in which more than 8,000 people have died. Moscow and Beijing called the resolutions unbalanced because they demanded an end only to attacks by government troops but not by opposition forces. Russia also argued that the resolutions promoted regime change in Syria.

    The Kremlin has offered strong support to Annan, a former U.N. secretary-general who is the joint U.N. and Arab League special envoy on Syria. Lavrov said over the weekend that Annan's plan doesn't contain a demand for Assad to step down.

    One of the sticking points between Russia, Syria and the West is the sequencing of a cease-fire. Syria says the opposition must lay down its arms first. Russia says the government and opposition must stop fighting simultaneously. Western countries insist that since Assad's forces started the fighting and are responsible for most of the killings, they must stop first.

    The revised draft resolution would require the Syrian government to immediately stop troop movements and halt the use of heavy weapons in populated areas. As these actions are taking place, it says the government should work with Annan to bring about a halt to violence under U.N. supervision.

    The draft says Annan should seek similar commitments from the opposition ? with no mention of a time frame.

    It would commit Assad's government to work with Annan "in an inclusive Syrian-led political process to address the legitimate aspirations and concerns of the Syrian people," and both sides "to work in good faith with the envoy towards a peaceful settlement of the Syrian crisis."

    Ibuprofen reduces altitude sickness, US study says

    The anti-inflammatory drug ibuprofen can reduce acute altitude sickness suffered by a quarter of the millions of Americans who travel to the mountains to ski or hike, according to a clinical study published Tuesday.

    Grant Lipman, the Stanford University researcher who led the study, described altitude sickness as being like "a really nasty hangover."

    The symptoms include headache, fatigue, dizziness, nausea, vomiting and poor appetite.

    In the worst cases, altitude sickness can cause cerebral edema, an often fatal brain swelling.

    Ibuprofen, an active ingredient in over-the-counter painkillers like Advil, reduced altitude sickness symptoms by 26 percent in a study of 58 men and 28 women, Lipman and his research team reported.

    The study was published in the online version of the Annals of Emergency Medicine.

    The study participants traveled to an area of the White Mountains northeast of Bishop, California, where they spent the night at 4,100 feet.

    At 8 am, they were given either 600 milligrams of ibuprofen or a placebo before heading up a mountain to a staging area at 11,700 feet. There, they were given a second dose at 2 pm.

    They then hiked to 12,570 feet, where they received a third dose at 8 pm before spending the night on the mountain.

    Of the 44 participants who received ibuprofen, 19, or 43 percent, suffered symptoms of altitude sickness, whereas 29 of the 42 participants who received placebos had symptoms, according to the study.

    In other words, ibuprofen reduced the incidence of the illness by 26 percent, the report said.

    Among study participants who suffered altitude sickness, symptoms were less severe in the persons who took ibuprofen, the researchers reported.

    At high altitudes, decreased atmospheric pressure reduces oxygen molecules in the air, making it harder for people to breathe.

    Some researchers believe altitude sickness occurs because a lack of oxygen to the brain causes it to swell with fluids. Ibuprofen appears to reduce the swelling, according to the Stanford researchers.

    Other altitude sickness drugs are available, such as acetazolamide and dexamethasone, but they can have more undesirable side effects than ibuprofen, according to the researchers.

    Ibuprofen's milder side effects can include the possibility of gastrointestinal and kidney problems in people who are dehydrated, the researchers said.

    IRS forms "SWAT team" for tax dodger crackdown

    WASHINGTON (Reuters) - The Internal Revenue Service is staffing up with high-powered talent to crack down on companies shifting profits from country to country to lower their tax bills, a strategy the agency has targeted before with only limited success.

    The IRS showed its elevated concern on the issue, known as "transfer pricing," last May by hiring Samuel Maruca to fill the newly created post of transfer pricing director.

    He has since brought aboard specialists from Big Four audit firms KPMG and Ernst & Young LLP , as well as law firm Mayer Brown and boutique consultancy Horst Frisch.

    Maruca, who came from law firm Covington & Burling, is still recruiting. He told Reuters the agency previously had "had a difficult time attracting and retaining economists."

    Now, he said, the IRS's international group "has significant external hiring authority."

    Transfer pricing is a booming field of global tax law. It involves multinational corporations that are constantly moving goods, services and assets from one subsidiary to another in different countries and how they account for these "transfers."

    By carefully manipulating the pricing of such moves, companies can effectively shift profits to low-tax countries from high-tax ones, lowering their overall tax costs.

    Governments in the developing and developed world, many of them faced with crushing deficits, are working to curb transfer pricing because it reduces corporate tax revenues.

    IRS Commissioner Doug Shulman made changes at the agency in mid-2010 that set the stage for bringing in Maruca, who has filled 40 positions so far and plans to bring on up to 60 more staffers.

    The IRS, which employs 90,000 people, saw its budget cut by 2.5 percent by Congress for fiscal 2012 to $11.8 billion.

    UNDERPAID AND OUT-GUNNED

    Federal agencies often struggle to keep up with higher-paid private-sector professionals. The IRS is no exception and there is some skepticism about Maruca's chances.

    "The economic crisis allowed the IRS to attract talented, experienced industry professionals who might not have been available previously," said ex-deputy IRS Commissioner Michael Dolan, now director of KPMG's Washington national tax practice.

    "The $64,000 question is, what will be able to do ... and will he really have enough resources to change the game?"

    To curtail tax avoidance through transfer pricing, governments seek to limit the ability of corporations to manipulate transfer prices. National laws, though variable from country to country, generally call for "arms-length" pricing.

    In theory, that means corporations must set transfer prices that are at or near market level, not artificially raised or lowered. But enforcement is complex, especially for intangible assets, such as search-engine algorithms or trademarks.

    "The valuation problems are insurmountable," said Edward Kleinbard, a professor at the University of Southern California and former chief of staff at the Joint Committee on Taxation, which analyzes tax policy for the Congress.

    "There are billion-dollar disputes on just the arms-length transfer pricing of intangibles."

    In December, payment transfer firm Western Union Co announced it was part of a $1.2 billion transfer pricing settlement with the IRS for taxes owed from 2003 through 2011. The dispute included intangible property and trademark royalties.

    IRS LAGS

    By one measure of transfer pricing enforcement, the IRS lags behind tax treaty partners. In fiscal 2011, 85 percent of transfer pricing audit adjustments were initiated by a foreign country, rather than by the IRS, according to IRS statistics. That was up from 77 percent in fiscal 2010.

    Two major transfer pricing court decisions went against the IRS in 2009 and 2010.

    "Clearly, the IRS is trying to figure out what to do next on its litigation strategy in these important transfer pricing cases," said Eric Solomon, a director at Ernst & Young, who called Maruca's group a "SWAT team."

    As the IRS raises its game, the pharmaceutical and high-tech sectors can expect close scrutiny, tax professionals said.

    Businesses are sure to fight back. The IRS has ruffled feathers on transfer pricing before with limited results.

    "Anybody who thinks the IRS can ultimately enforce transfer pricing is either an eternal optimist or delusional," said Richard Harvey, a tax professor at Villanova University and former senior adviser to the IRS's Shulman.

    The staff changes and hiring at IRS "will help them on the margins," Harvey said. "But they're still fighting a very difficult battle where the deck is stacked against them."
