Isn't this a huge HIPPA violation?

I personally don't care. However, I'll tell all you/.ers that my son is horribly allergic to gluten protein in wheat, soy proteins, and casein proteins. Yes he had a Very rough time as a little kid but as a seemingly last ditch effort the gastroenterologist, or whatever the F he's called, ordered some blood tests and basically told us he'd never seen a kid with that high of allergen antibody levels, and more or less never feed him wheat, soy, or milk products again and he'll probably live. Actually after cutting that out of his diet, he thrived, not just "survived". This was a last ditch effort because the medical industrial complex makes money selling anti-steroidal drugs and exploratory surgery and endless consultations, not making money by just telling people "don't eat the stuff you're allergic to anymore, mmm kay?" To say I'm pissed off about the whole situation is an understatement. To misquote someone, I wish the medical industrial complex had but one neck, so I could throttle it.

Interestingly enough, when we cut out the bad stuff, the health of my wife and I improved measurably and dramatically, blood tests for cholesterol and our weight and other stuff. I later find out we're eating what is trendily called a "paleo-diet" or whatever, but aside from all the bookselling and Oprah interviews it just boils down to, if your ancestors ate it 10Kyrs ago, you should eat the closest equivalent. Lots of baked fish, meat and veggie stir frys (without soy sauce) lots of salads, which if you know what you're doing are extremely tasty, etc. The grill gets a good workout. Kabobs. BBQ chicken on a salad. That kind of food. Not so much bread and pasta and pretty much anything that comes out of a freezer box ready to be heated up.

Anyway the point is I really don't need some idiotic B-school dropout HR drone arguing with me, about how I should be paid less, because my son isn't eating enough whole wheat and tofu with a big glass of milk, and I'm not interested in sending endless medical records to HR, and endless permission slips, and just the whole bureaucratic nightmare. And if I buy food at a farmers market I'm somehow to be treated as an enemy of the state. Or I have to attend "food confession" where the "dietary priest" either hears my dining sins or grabs my fun parts, can't remember which.

Canada downs Denmark

EDMONTON -- In a game that had moths versus windshield written all over it, there wasn't enough wiper fluid in all of Edmonton to clean off the goo.

But despite all the guts, there wasn't much glory to be found for Team Canada in crushing hopelessly overmatched Denmark 10-2 at the world junior championship Thursday.

This was lambs being lead to slaughter and the Canadians simply went about their business with the cold and ruthless efficiency of an executioner.

"It's a hard game to play in when you're expected to win and expected to score a lot of goals," said head coach Don Hay. "It's not easy to do. But we got through the game with no injuries and we got the win."

They had the win after the first period, in which they outshot Denmark 19-3 and built a 4-0 lead, but there were, unfortunately, two more periods to play, which can best be described as a half-interested cat pawing at a half-dead mouse.

"Maybe not our toughest competition," understated Ryan Strome. "But we have to continually strive to be better. None of the games are getting easier from here on in so we have to keep getting better ourselves."

They'd have to play corpses for the next game to be any easier, but all you can do is play who they put in front of you and the Canadians are 3-0 so far, having beaten Finland 8-1 and the Czech Republic 5-0 for a 23-2 margin of victory so far.

Three straight blowouts might not be the best way to prepare for the biggest games of their lives, but what can you do?

"People can look at it however they want, but we've been tested," said Brett Connolly. "The Finns were a great team, the Czechs gave us a good battle, too. We're a good team."

After scoring more goals in the first (four) than Denmark had shots (three), Canada eased up in the second but still managed to score its fifth, sixth and seventh goals of the night.

And that was it, the other team was Dane like dinner.

"It was a tough one for Denmark, coming up from the B pool," said winger Boone Jenner. "But we just tried to keep playing our game, just play simple hockey."

"It's not like we were trying to run up the score," added forward Brendan Gallagher. "We've been on the other side of those, all of us have, and it's not a good feeling."

The Canadians spent the third period trying not to get injured and that was all the opening Denmark needed to strike back. Nicolai Meyer sniped one past Mark Visentin to break the shutout and eight minutes later Emil Kristensen added a second Danish goal.

At that point, Canada got serious again and scored its eighth and ninth and 10th.

"We knew on the bench that we had to get back to work," said Gallagher. "We were a little sluggish and they took advantage of us. They didn't stop working for the whole game. We just went back to the things that made us successful and were able to score some more goals."

So the Canadians are 3-0 so far, with one game left in the round robin -- a New Year's Eve date with the Americans that could either be for first place in the pool, or rendered entirely meaningless if the U.S. loses to the Czech Republic on Friday.

"We'll be ready to roll on New Year's Eve," said Jenner. "It should be a fun game to play in, and a competitive one."

For a change.

LATE HITS: Visentin posted the win for Canada, but a cardboard cutout of Taylor Swift would have won, too, so there wasn't much to be learned from his second appearance of the tournament. Hay says he will decide after Friday's practice who starts against the Americans on New Year's Eve.

5 die of food poisoning at Mexican rehab center (AP)

MEXICO CITY ? Medical officials say five recovering drug addicts died and dozens of others were sickened by soy sausage served for Christmas dinner at a rehabilitation center in western Mexico.

Authorities were investigating whether the poisoning at the center in the city of Guadalajara was accidental or intentional. Drug cartels have taken over rehabilitation centers in parts of Mexico, forcibly recruiting addicts as hit men and smugglers. The invasions have led to mass shootings at the centers that have left dozens dead.

Alhy Daniel Nunez is a spokesman for the Red Cross in the western state of Jalisco, where Guadalajara is located. He said Monday that 37 people remained hospitalized, three of them in serious condition.

AUTOMOTIVE - AUTOS: Top Technologies Of 2011

We'll likely look back on 2011 as the year that the app truly entered our automobiles, becoming integrated with our Bluetooth-connected smart phones and in some cases, fully integrated with vehicle infotainment systems.

In looking for the top tech stories of 2011, we fought the urge to simply rattle off a series of apps. By themselves, they're hardly the technology, although put together with the carefully designed and innovative in-car interfaces, such as GM's upcoming CUE, connectivity is the year's top tech story.

There is lots more, although much of it is more evolutionary than revolutionary. Mechanically, the auto industry largely continued some trends that have been underway for several years. Turbocharging became more common, direct-injection engines continued to proliferate the market, and transmissions gained gears, with seven- and eight-speed units no longer eyebrow-raising; there?s even word that a 10 speed is being developed.

Electrification of the vehicle is underway, but with electric cars and hybrids remaining such a small piece of the pie, it's going to be a sluggish start.

Another key thread of the year is the advancement of safety-tech and accident-avoidance features into their second or third generations, with cost coming down on some items, allowing us to see such features as obstacle detection and blind-spot alert in much more affordable models.

As we look forward to a future of smart, connected cars, we might look back on some of the headlines, such as those for Google's driverless car, and single this year out as an especially insightful time when seemingly broader themes came together to give us a clearer vision of what lies 10 or 20 years ahead.

Focusing back on individual items, here are nine of the top car-tech items and stories of 2011:

The Cadillac User Experience is a major advancement in touch-screen interfaces with several industry firsts. (Photo: Cadillac) Cadillac User Experience (CUE) -- Better than an iPad. Love it or hate it, over the next several years we're going to see even more instrument-panel real estate dedicated to screen-based systems, especially touch screens. While MyFord Touch made a plunge last year, it's been followed in close succession by a host of other interfaces that aim to do most of what the Ford system can do, but with a little more simplicity, such as Chrysler's UConnect Touch, the General Motors system known as IntelliLink (Buick) and MyLink (Chevy). But none of them quite matches up to GM's upcoming system for Cadillac models, called CUE (Cadillac User Experience).

While CUE isn't yet out (it won't arrive until next spring in the new 2013 Cadillac XTS), it shows the direction of in-car touch-screen interfaces and packs several industry firsts. It's not just the first automotive touch-screen system to use a capacitative screen (think iPad), it will also be the biggest (12.3 inches) and brightest at launch. It also will be the first auto interface to recognize gestures; think the tap, flick, swipe and spread motions we're now used to making with phones.

But it goes beyond what the iPad has. Haptic feedback pushes back lightly against your finger to give the menu options a ?texture,? and proximity sensors see when your hand is approaching, with the screen only then showing more options to minimize distraction the rest of the time.

A strong processor should keep it all quick. Match with this a completely new natural-language data set, and CUE is looking like one of the most important new pieces of car tech in 2012.

Integrated Pandora and Stitcher ? Satellite radio might give you plenty of listening options, and HD Radio is finally making it into production vehicles this year, further broadening your possibilities beyond traditional FM. But seriously, who needs radio anyway?

As custom streaming sites Pandora and Stitcher have shown us, the way we listen is changing with the technology. Programming in your own audio system beamed in from the cloud is most likely the way of the future. Over the past year, we've seen a rapid revolution with a host of models offering integrated controls of your custom stations, while you use the data connection from your smart phone.

Pandora seems to have a leg up on rivals for the moment ? Hyundai is offering it standard in its affordable Veloster ? but the market has by no means shaken out. As we look into next year, we'll see more applications from Spotify and others.

Meanwhile, the competition from satellite radio isn't bad. Look for more XM Sirius systems to include time-shifting buffers, and such features as favorites and tagging.

Start-stop comes to affordable cars ?Start-stop (or idle-stop) systems, which smartly shut the engine off at stoplights then start it up as soon as you lift off the brake, are a no-brainer for stoplight-peppered U.S. driving. These systems can boost real-world mileage by one to four miles per gallon in congested city driving, depending on the vehicle.

But ask automakers, and it's still a tough road as EPA ratings don't represent the improvement most U.S. commuters will see. And thanks to components borrowed from hybrids, as well as such components as electric power steering and smart alternators, start-stop is now more affordable.

Porsche now offers it on its Cayenne and Panamera model lines, but the brightest news is that Kia is offering it as a low-cost option on the 2012 Rio. It's also included with the new, four-cylinder 2012 BMW 528i, and it's just a year away for some Ford models.

The technology finally looks poised to take off. One analysis firm recently projected that a quarter of all U.S. vehicles will include it by 2015, and 25 million vehicles will be sold with the feature globally by 2017. That's a lot of fuel saved, and since it doesn't affect anything about how the vehicles drive, that's a win-win.

Ron Paul camp fires back at ex-aide over column on Israel, gays

The Ron Paul camp is dismissing a scathing personal account published Monday by former longtime Paul aide Eric Dondero, who paints the Texas congressman as "intolerant" of Spanish speakers, anti-Israel and anti-Israeli, personally uncomfortable around homosexuals, and "out of touch" with black and Hispanic culture -- among other controversial claims.

"Eric Dondero is a disgruntled former staffer who was fired for performance issues," Paul spokesman Jesse Benton said in an emailed response to Hotsheet responding to the column. "He has zero credibility and should not be taken seriously."

In the piece published by RightWingNews.com, Dondero writes that he is attempting to "set the record straight" about allegations that Paul - who has lately been fending off criticism about a controversial newsletter published under his name 20 years ago that contained racist language - is a racist, homophobic, or an anti-Semite.

"Is Ron Paul a 'racist.' In short, No. I worked for the man for 12 years, pretty consistently. I never heard a racist word expressed towards Blacks or Jews come out of his mouth," writes Dondero, who worked for Paul since the late 1980s, serving as both a campaign operative and, from the late 1990s until 2003, as a congressional aide.

But Dondero also makes claims in the article that are likely to spark more controversy about the candidate, who has been rising in the polls for the Republican nomination, both in Iowa and nationwide.

Of U.S. involvement in World War II, he says Paul "strenuously does not believe the United States had any business getting involved in fighting Hitler in WWII. He expressed to me countless times, that 'saving the Jews,' was absolutely none of our business."

"Is Ron Paul an Anti-Semite? Absolutely No. As a Jew, (half on my mother's side), I can categorically say that I never heard anything out of his mouth, in hundreds of speeches I listened too over the years, or in my personal presence that could be called, 'Anti-Semite.' No slurs. No derogatory remarks," Dondero writes.

Still, on the topic of Israel, Dondero says Paul is "most certainly Anti-Israel, and Anti-Israeli in general. He wishes the Israeli state did not exist at all. He expressed this to me numerous times in our private conversations."

He also detailed a story in which Paul refused to use a homosexual man's bathroom, instead opting to use a public restroom in a fast food restaurant.

"He is not all bigoted towards homosexuals," Dondero writes. "He supports their rights to do whatever they please in their private lives. He is however, personally uncomfortable around homosexuals, no different from a lot of older folks of his era."

Moreover, Dondero posited that while Paul is not racist, he knew him as "'out of touch,' with both Hispanic and Black culture[s]."

When reached on the phone, Dondero categorically denied having been fired by Paul: "I dispute that vehemently," he told Hotsheet. "I'll take him to court over that if that's what he's saying."

Dondero says he resigned in 2003 after going "back and forth" with Paul about it for about six months. "Some days it was like he didn't want me to resign" while other days he did not want to resign. Ultimately, Dondero said it was his differences with Paul over his Iraq policy that led him to quit. (The Paul campaign did not respond to a request for comment on this claim.)

This is not the first time the former staffer has publicly gone after Paul. In 2007, he challenged Paul for his congressional seat. Then, as now, Paul's team said Dondero had been fired and described him as a disgruntled former staffer - as well as "looney-tunes."

The former Paul staffer says he penned his Monday column because the media was misrepresenting the story.

"I'm speaking out about what I saw as his employee - from my perspective. People are getting a lot of things wrong on both sides," he said.

Dondero also told Hotsheet that Paul had a history of liking to "pal around" with racists and that, while working for the congressman, had "been to a couple really far out events with him" where racists would likely be present.

"Sometimes he doesn't even realize that they're racist and everybody on staff just cringes," Dondero said.

In an interview with the New York Times that was published Monday, Paul said he "wouldn't be happy" if anti-Jewish or antiblack people were volunteering on his behalf. But, he said, he would not disavow their support.

"If they want to endorse me, they're endorsing what I do or say -- it has nothing to do with endorsing what they say," Paul told the Times.

The Times story cites several far-right groups - the ranks of which include some "white supremacists, survivalists and anti-Zionists" - who have rallied around Paul, and argues that "a look at the trajectory of Mr. Paul's career shows that he and his closest political allies either wittingly or unwittingly courted disaffected white voters with extreme views as they sought to forge a movement from the nether region of American politics."

Paul, who has said previously that he would not have voted for the Civil Rights Act of 1964 (although he says he supports its intent), says his willingness to receive support from extremists is "incidental."

"I'll go to anybody who I think I can convert to change their viewpoints -- so that would be to me incidental," he told the Times. "I'm always looking at converting people to look at liberty the way I do."

In recent weeks, Paul has been questioned about his affiliation with a series of racially derogatory newsletters that appeared under his name in the 1980s and 1990s.

Paul has reiterated that he did not write the newsletters, saying the controversial comments "are not mine and do not represent what I believe or have ever believed."

WASHINGTON (AP) ? The unemployment rate, which has refused to budge from the 9 percent neighborhood for two and a half frustrating years, fell sharply in November, driven in part by small businesses that finally see reason to hope and hire.

Economists say there is a long way to go, but they liked what they saw.

The rate fell to 8.6 percent, the lowest since March 2009, two months after President Barack Obama took office. Unemployment passed 9 percent that spring and had stayed there or higher for all but two months since then.

The country added 120,000 jobs in November, the Labor Department said Friday. Private employers added 140,000 jobs, while governments cut 20,000.

The economy has generated 100,000 or more jobs five months in a row ? the first time that has happened since April 2006, well before the Great Recession.

"Something good is stirring in the U.S. economy," Ian Shepherdson, an economist at High Frequency Economics, said in a note to clients.

The stock market rallied at the opening bell, after the report came out, but finished flat for the day. It was still up 787 points for the week. The only bigger point gain in a week was in October 2008, when stocks lurched higher and lower during the financial crisis.

The report showed that September and October were stronger months for the job market than first estimated. For four months in a row, the government has revised job growth figures higher for previous months.

September was revised up by 52,000 jobs, for a gain of 210,000. October was revised up by 20,000, for a gain of 100,000.

Unemployment peaked at 10.1 percent in October 2009, four months after the Great Recession ended. It dipped to 8.9 percent last February and 8.8 percent last March but otherwise was at or above 9 percent.

The rate fell not just because people found jobs. About 300,000 people simply gave up looking for work, and were no longer counted as unemployed. People routinely enter and leave the work force, though 300,000 is more than usual.

Obama, who faces a re-election vote in less than a year and a presidential campaign that will turn on the economy, seized on the decline to argue for expanding a cut in the tax that workers pay toward Social Security.

The tax cut affects 160 million Americans. It lowers a worker's Social Security tax by up to $2,136 a year. Someone earning $50,000 a year saves $1,000 with the tax cut. It will expire Dec. 31 unless Congress acts.

Republicans and Democrats have supported an extension but differ on how to pay for it. The Senate on Thursday defeated plans from both parties. Republicans had proposed paying for the cut by freezing the pay of federal workers through 2015. Democrats wanted to raise taxes on people making $1 million or more a year.

"Now is not the time to slam the brakes on the recovery. Right now it's time to step on the gas," Obama said Friday.

Inside the unemployment report, one of the most closely watched indicators of the economy's health, were signs of improvement for small businesses, which employ 500 or fewer people and account for half the jobs in the private sector.

The government uses a survey of mostly large companies and government agencies to determine how many jobs were added or lost each month. It uses a separate survey of households to determine the unemployment rate.

The household survey picks up hiring by companies of all sizes, including small businesses and companies just getting off the ground. It also includes farm workers and the self-employed, who aren't included in the survey of companies.

The household survey has shown an average of 321,000 jobs created per month since July, compared with an average of 13,000 the first seven months of the year.

When the economy is either improving or slipping into recession, many economists say, the household survey does the better job of picking up the shift because it detects small business hiring.

"We might finally be seeing new business creation expand again, which is critical to the sustainability of the recovery," said Diane Swonk, chief economist at Mesirow Financial, a financial services company.

The National Federation of Independent Business, a small business group, said Friday that its own survey of small companies in November found that more of them are planning to add workers than at any time since September 2008, when the financial crisis struck.

LogicBoost, a Washington, D.C., software consulting firm with 19 employees, has hired a sales worker and a marketing worker in the past three months and planned to post an opening for a software engineer Friday.

"Business is going gangbusters," CEO Jonathan Cogley said. "It would be great if the economy were stronger. I think we'd be growing even faster."

Outside Detroit, Grace Dersa opened the Frank Street Bakery this week with her husband. They took the $60,000 gamble after seeing signs that the local economy is improving. They, too, plan to add a worker soon.

"When we go to a restaurant here, there's a 30-minute to two-hour wait. Homes are selling in this area," Dersa said. "People are spending."

Indeed, Americans dropped a record $52.4 billion over the Thanksgiving weekend, according to the National Retail Federation, a trade group. A separate report from MasterCard found spending was up almost 9 percent from last year.

The unemployment report was the latest encouraging indicator for the economy. Other reports this week have shown that factories are producing more, construction is growing, and people are buying more cars.

The accelerating debt crisis in Europe has loomed over the economy for months. An economic collapse there would hammer sales of American exports. And if the crisis caused banks to stop lending money, the world economy would suffer.

But there are signs that Europe is moving toward a solution. Earlier this week, six central banks around the world made it easier for commercial banks overseas to borrow American dollars to do business. The coordinated action calmed financial markets and bought time for politicians to work something out.

The leaders of Germany and France appear to be pushing for stronger rules to make sure European governments are responsible with their budgets, the first step in a strategy to save the euro currency from collapse.

European leaders meet next Friday for a crucial summit on the matter.

In the United States, about 13.3 million people are counted as unemployed.

More than half the jobs added last month were by retailers, restaurants and bars. But professional and business services rose by 33,000, and those tend to be higher-paying jobs, such as engineers and accountants. The category also includes temporary jobs, which increased.

The household survey found that the number of unemployed fell by nearly 600,000 last month. About half found jobs, while the other half stopped looking for work. The decline of 600,000 is the biggest since January.

The so-called underemployment rate fell to 15.6 percent from 16.2 percent. That includes three groups: people who are unemployed and looking for work, people who are unemployed and have stopped looking, and people who are working part-time but would rather be working full-time.

But even with the recent gains, the economy isn't close to replacing the jobs lost in the recession. Employers began shedding workers in February 2008 and cut nearly 8.7 million jobs over the next 25 months. The economy has regained about 2.5 million.

And many people aren't getting raises. Average hourly pay slipped 2 cents last month to $23.18. In the past year, wages have risen 1.8 percent, but inflation has risen twice as fast, eroding buying power.

Obama may face voters next fall with the highest unemployment of a sitting president seeking election since World War II. Gerald Ford faced 7.8 percent unemployment when he lost to Jimmy Carter in 1976. Ronald Reagan faced 7.2 percent unemployment in 1984 and trounced Walter Mondale. Unemployment was 7.8 percent when Obama took office in January 2009.

The economy grew at a 2 percent annual rate in July, August and September. Paul Ashworth, an economist at Capital Economics, estimates growth will speed up to 2.5 percent in the last three months of the year, but slow to 1.5 percent in 2012. Ashworth's estimate assumes a recession in Europe, but not a nightmarish collapse of the euro.

Critics: 'Tough' sheriff botched sex-crime cases

EL MIRAGE, Ariz. -- The 13-year-old girl opened the door of her home in this small city on the edge of Phoenix to encounter a man who said that his car had broken down and he needed to use the phone. Once inside, the man pummeled the teen from behind, knocking her unconscious and sexually assaulting her.

Seven months before, in an apartment two miles away, another 13-year-old girl was fondled in the middle of the night by her mother's live-in boyfriend. She woke up in her room at least twice a week to find him standing over her, claiming to be looking for her mother's cell phone.

Both cases were among more than 400 sex-crimes reported to Maricopa County Sheriff Joe Arpaio's office during a three-year period ending in 2007 ? including dozens of alleged child molestations ? that were inadequately investigated and in some instances were not worked at all, according to current and former police officers familiar with the cases.


In El Mirage alone, where Arpaio's office was providing contract police services, officials discovered at least 32 reported child molestations ? with victims as young as 2 years old ? where the sheriff's office failed to follow through, even though suspects were known in all but six cases.

Many of the victims, said a retired El Mirage police official who reviewed the files, were children of illegal immigrants.

The botched sex-crimes investigations have served as an embarrassment to a department whose sheriff is the self-described "America's Toughest Sheriff" and a national hero to conservatives on the immigration issue.

Arpaio's office refused several requests over a period of months to answer questions about the investigations and declined a public records request for an internal affairs report, citing potential disciplinary actions.

Brian Sands, a top sheriff's official who is in charge of the potential discipline of any responsible employees, was later made available to talk about the cases. He declined to say why they weren't investigated. "There are policy violations that have occurred here," Sands said. "It's obvious, but I can't comment on who or what."

Sands said officers had subsequently moved to clear up inadequately investigated sex-crimes in El Mirage and elsewhere in the county. He said leads were worked if they existed and cases were closed if there was no further evidence to pursue.

Arpaio's office was under contract to provide police services in El Mirage as the city struggled with its then dysfunctional department. After the contract ended and El Mirage was re-establishing its own police operation, the city spent a year sifting through layers of disturbingly incomplete casework.

El Mirage Detective Jerry Laird, who reviewed some the investigations, learned from a sheriff's summary of 50 to 75 cases files he picked up from Arpaio's office that an overwhelming majority of them hadn't been worked.

That meant there were no follow-up reports, no collection of additional forensic evidence and zero effort made after the initial report of the crime was taken.

"I think that at some point prior to the contract (for police services) running out, they put their feet on the desk, and that was that," Laird said.

Arpaio acknowledged his office had completed an internal probe into the inadequate investigations, but said, "I don't think it's right to get into it until we get to the bottom of this and see if there's disciplinary action against any employees."

A small number of cases from El Mirage were handed over to prosecutors, but the El Mirage Police Department said most were no longer viable ? evidence dating as far back as 2006 had grown cold or wasn't collected in the first place, victims had either moved away or otherwise moved on.

Bill Louis, then-assistant El Mirage police chief who reviewed the files after the sheriff's contract ended, believes the decision to ignore the cases was made deliberately by supervisors in Arpaio's office ? and not by individual investigators.

"I know the investigators. I just cannot believe they would wholesale discount these cases. No way," Louis said. "The direction had to come (from) up the food chain."

Louis said he believes whoever made the decision knew that illegal immigrants ? who are often transient and fear the police ? were unlikely to complain about the quality of investigations. He said some cases also involved families here legally.

El Mirage paid the sheriff's office $2.7 million for a wide range of police protection from 2005 through mid-October 2007, after the city's police department had been criticized in an audit as poorly organized, loosely supervised and mismanaged.

Although a small number of El Mirage officers continued working there during the period, Arpaio brought in patrol officers and detectives and managers who ran the department.

El Mirage police files obtained by The Associated Press through public records requests establish a pattern of sex-crimes not actually being investigated after the crimes were reported to Arpaio's office.

In April 2007, a 3-year-old girl was reported molested by her father, an illegal immigrant who cared for the child while her mother was at work. When the mother confronted her husband about the abuse, he cried and swore he'd never do it again.

Yet a few days later, the mother noticed more signs of sexual abuse on her daughter and called for help. After the initial report, that help didn't come.

The string of unresolved cases left Elizabeth Ditlevson, deputy director for the Arizona Coalition Against Domestic Violence, shaking her head. "My impressions were anger at the system and concern for the people whose cases weren't addressed," she said.

According to both Sands and Scott Freeman, a sheriff's official who heard complaints from then-El Mirage Police Chief Mike Frazier about the quality of the sex-crimes investigations, more than 400 cases countywide had to be reopened. Freeman told outside investigators examining alleged managerial misconduct at Arpaio's office that a number of arrests were made in the reopened cases.
The April 2011 report on alleged managerial misconduct said the sheriff's internal effort to determine what had gone wrong with the sex-crimes investigations was twice derailed.

One delay occurred when the male sheriff's official leading the inquiry was accused of sexual harassment ? this by a female supervisor whose portfolio included some of the mishandled cases, according to the report.

Another internal affairs investigation, launched in May 2008, was stopped after the investigator was pulled away at the direction of David Hendershott, then the top aide to Arpaio, to help with another matter. The internal probe was reopened in December 2010 while Hendershott was on medical leave, according to the 2011 summary.

Hendershott's account conflicted with others.

Hendershott, who has since resigned amid separate misconduct allegations and declined a request by the AP to comment, told investigators the internal affairs inquiry was still in progress when he went on medical leave in 2010.

Still, Hendershott told investigators that the El Mirage Police Department had good reason to be upset about the sex-crimes handled by the sheriff's office.

The report of the 13-year-old who had been inappropriately touched by her mother's live-in boyfriend had been faxed to one of Arpaio's investigators. El Mirage police, who were given back the case about 11 months later, learned that it hadn't been worked.

When El Mirage police finally tracked down the mother, she said her boyfriend had moved out and that she no longer had contact with him. She and her daughter were in counseling and didn't want to bring the case to court.

In their follow-up on the case of the 13-year-old attacked by the man claiming to have a broken car, El Mirage police discovered Arpaio's office hadn't interviewed the victim.

An El Mirage detective went to the girl's home just off the city's main drag. The girl's uncle said she and her mother weren't around and took the investigator's card with a promise to ask them to call.

The mother never called back. She and her daughter's whereabouts are unknown.

The case of the molested 3-year-old was returned to El Mirage police unworked five months after the initial report. The family's beige tract home was deserted, the phone disconnected.

Muslim Brotherhood surges out of the gate in Egypt's elections

The Muslim Brotherhood, an 80-year-old Islamist organization banned under Mubarak, has made an impressive showing in the first round of Egypt's elections.

After the first round of elections this week, the Muslim Brotherhood is on track to gain the largest bloc of seats in Egypt?s new parliament, potentially giving it considerable sway over the country's direction post-Mubarak.

The 80-year-old Islamist organization ? banned under former President Hosni Mubarak ? has tapped the deep networks and reputation for social justice it had built over decades of charity work to run a highly efficient campaign, reaching not only Brotherhood members but Egyptians ignored by the government and unfamiliar with the many new liberal parties forged in Tahrir Square.

Among those downtrodden Egyptians is nursery worker Hoda Mustafa, who lives in the densely populated slum of Imbaba in east Cairo, where buildings are stacked haphazardly and three-wheeled tuk-tuks ply the chaotic, potholed streets. ?

Police are all ears when it comes to sound cannons

Sound has long been used as a weapon. The Germans put sirens on Stuka dive bombers in World War II to amplify the terror to unlucky souls below. Jamaican maroons ? fugitive slaves ? used the abeng horn to unnerve British colonial soldiers.

The U.S. Army blasted rock music to torment former Panamanian dictator Manuel Noriega. And according to the Bible, Joshua brought down the walls of Jericho by having his priests blow rams' horns.

Now, the power of loud noise is being harnessed by police departments.

A device known as the sound cannon is joining Tasers, rubber bullets and pepper spray in law enforcement's expanding arsenal of nonlethal weapons.

It's officially called the Long Range Acoustical Device, or LRAD, and it has two primary uses. One is as a high-tech megaphone that generates a beam of sound that can cut through the din of a noisy protest far better than conventional public-address systems.

It also functions as a tactical weapon ? projecting a high-pitch chirping sound that makes people cover their ears and run away. And with a maximum volume of 149 decibels, the LRAD can get about as loud as a jetliner on takeoff.

Pittsburgh police used LRADs mounted on an armored vehicle to break up demonstrations jamming the city's downtown during the G20 international economic conference in 2009. More recently, New York police officers used small, hand-held LRADs to bark orders as they ousted the Occupy Wall Street protest from Zuccotti Park.

The Los Angeles Police Department has an undisclosed number of LRADs, but they are larger devices fixed to vehicles, which they say might have been helpful in breaking up the Occupy Los Angeles encampment at City Hall this week. Police did not have hand-held units.

LAPD Cmdr. Bob Green said orders to disperse made with bullhorns went largely unheard because of the din of crowd chants and helicopters hovering overhead. The police had to use pickup trucks with massive speakers to get the orders across.

"It's frustrating when you're not heard in those situations because ultimately it's all about communications," Green said. "Bad things happen when the batons are out and the adrenaline is flowing. So, if there's something better out there to get the message across, let's have it."

The device was developed for the Pentagon by San Diego military contractor LRAD Corp. after the Sept. 11 terror attacks as a sonic weapon to help control unruly crowds, foil hijackers and keep other potential threats at bay.

The Pentagon and law enforcement agencies are among the biggest customers, but there are civilian uses as well.

LRAD sells sound cannons to yacht owners as a means of keeping pirates from boarding. In 2005, an LRAD sound cannon staved off an attack by pirates on a five-star German-built cruise ship, called Seabourn Spirit, off the coast of Somalia.

The company also markets versions of the device for wind farms and aircraft owners, to scare off birds. There are six models, from one resembling a small stereo speaker to another as large as a home satellite dish. They are priced from $5,000 to $100,000.

There are a few competitors in the acoustic device market, among them HPV Technologies Inc. of Irvine and Ultra Electronics USSI of Columbia City, Ind.

"Interest in our technology has never been stronger," said Scott Stuckey, vice president for business development at LRAD. "It offers a safe solution for potentially dangerous situations."

Unlike a traditional loudspeaker, the device directs a loud beam of sound across a room like a spotlight ? hence the name, sound cannon.

Although it may be nonlethal, critics say that it could damage hearing or cause psychological harm.

Joshua Paul, a student at Rutgers University who was at the Occupy Wall Street rally, described the sound from the LRAD as "high-pitched and very disabling."

Researchers will evaluate the relation between low vitamin D levels and risks for certain chronic diseases, including osteoporosis and heart disease.

Evidence from numerous previous studies is "inconclusive and needs to be studied further," said Ramon Durazo, PhD, principal investigator and associate professor in the Department of Preventive Medicine and Epidemiology. "This grant will allow us to take a more in-depth look at the role this nutrient plays in a specific group of people who are at risk for these conditions."

The study will include about 2,500 people, ages 25-45, from Ghana, South Africa, Seychelles, Jamaica and metropolitan Chicago. Researchers will determine whether lower vitamin D levels in African and African-descent populations compared with whites should be considered abnormal, or whether this disparity represents an ethnic-specific trait. The study also will evaluate whether vitamin D deficiency is related to bone density and factors that contribute to heart disease, including obesity, high blood pressure and blood sugar levels.

In the United States, African-Americans have been reported to have much lower vitamin D levels. "This is currently thought to be due to their darker skin color, which impairs the ability to utilize the sun for the production of the nutrient," said Pauline Camacho, MD, director of Loyola University Health System's Osteoporosis and Metabolic Bone Disease Center. "Also, this group often has a higher body mass index. This could play a role in the deficiency, as vitamin D is a fat-soluble vitamin."

Some researchers believe low levels may contribute to obesity, high blood pressure and cardiovascular disease.

Sampling African-origin populations across a range of latitudes, calcium intakes, diet patterns and lifestyles will enable researchers to help define the optimal level of vitamin D in the multi-ethnic U.S. population.
